In late September, a Franklin police officer joined two Warren County dog wardens at an apartment on North River Street.”The dog warden received some information that there was some cruelty to animals going on or some issues,” said Franklin police Capt. Brian Pacifico.Pacifico said animal control officers gained access to the unit on the second story with the permission of the woman who lived there, Taylor Loftin.”The owner did the right thing at the end of it all and decided to let the dog warden and wardens go inside to retrieve the animals,” he said.Sadly, the two dog wardens immediately saw a dog who had died, lying on the kitchen floor.A police report details the presence of two other dogs — pit bulls — who were so skinny you could see their ribs, and a fourth dog who was howling from a crate, all surrounded by filth.”When the officers, all of them walked in, there was, you know, dog feces all over the floor,” Pacifico said. “The odor of urine was strong. Clearly, the animals didn’t go outside. They used their apartment as their place to go to the bathroom, and to live. There was no place for them to run. And no food.”In addition to the dogs, investigators said they found four cats hiding under a bed and a turtle living in an aquarium filled with what one officer described as “sewage water” because it was so dark.”The officers had to put their flashlights on the aquarium just to see the the turtle inside,” Pacifico said.Loftin has been indicted on six misdemeanor and one felony animal cruelty charges.After her arrest, Loftin was allowed to leave jail while waiting for her next court appearance, which is scheduled for Dec. 8.
